Hainan's offshore duty-free market has flourished during the first Spring Festival travel period with an 8-day holiday.
On February 23, Haikou Customs released the latest statistics showing that during the 2025 Spring Festival travel rush (from January 14 to February 22), offshore duty-free shopping in Hainan amounted to 6.61 billion RMB. The total number of shoppers was 818,000, and 5.642 million items were sold.
During this peak travel period, Sanya Phoenix International Airport saw record-breaking passenger traffic, with over 90,000 passengers on certain days. The airport also set a new record for daily traffic. Duty-free stores took advantage of the travel rush by launching special promotions. Ye Rong, a representative from the Sanya Phoenix Airport Duty-Free Store, commented, "To ensure high-quality service during the Spring Festival travel rush, we launched promotional activities like gift-with-purchase offers and double loyalty points before the holiday. We’ve stocked up on our best-selling products to ensure every shopper can feel the warmth of Hainan and take advantage of the offshore duty-free policy."
To accommodate the surge in travelers during the holiday rush, Haikou Customs introduced more tech-driven, customer-friendly services. This includes "drone delivery" to reduce the turnover time for duty-free products, as well as various pick-up options like "mail delivery," "immediate pick-up," and "pick-up upon return to the island" to address issues such as delays and flight changes.
A representative from Haikou Customs' port supervision department stated that moving forward, customs will continue to enhance regulatory services to maintain market stability and provide travelers with a smoother and more enjoyable shopping experience, supporting the continued growth of Hainan’s offshore duty-free market.
With optimized duty-free policies, improved merchant services, and an expanding range of entertainment options, Hainan has become not only a popular family travel destination but also a "shopper-friendly" location. As the development of Hainan Free Trade Port progresses, offshore duty-free shopping will continue to be a key driver of consumption growth.
